After one month of implementing Decree 168, over 95,000 vehicles have been held nationwide. For vehicles violating traffic laws, if the drivers or owner abandons the vehicles and not come to resolve the issue and pay the fine, they will not be inspected or registered. At the same time, the violating drivers will not be reissued or have their driver’s license changed.
With the sky-high fines aimed at collecting money from people in Decree 168, many people will have to pay an amount many times higher than the value of the vehicles they use. Because the majority of Vietnamese people are poor workers, vehicles can be used for many generations, even if they are old and broken, it is difficult for them to replace them with better vehicles. Therefore, most of them choose to abandon their vehicles when they are held by the traffic police because they do not have money to pay the fine, even though they know that they will lose assets that help them make a living.
As a result, Decree 168 is literally forcing the poor into a dead end, they can’t even abandon their vehicles and don’t know where to get money to pay the fine. What’s worse is that the Ministry of Public Security and the government are using every means to extract fines, without thinking of other solutions that are more beneficial to violators. Not only is it causing difficulties for the people in every way, but it is also wasteful when the vehicles are confiscated and damaged, posing a risk of fire or explosion. However, for them, these are “great achievements” after only one month of applying Decree 168, so they are very excited and will continue to be tougher on the people.
